Mizumi Dutcher is a resident fellow in GMF’s Asia program. She concurrently serves as an American Political Science Association–Sasakawa Peace Foundation Congressional Fellow (2023–2024).

Dutcher joined GMF from the Edwin O. Reischauer Center for East Asian Studies at Johns Hopkins University, where she researched, as a visiting fellow, the war between Ukraine and Russia and its implications for Taiwan. She also studied Taiwan's advanced semiconductor factories to determine its ability to serve as a “silicon shield” against Chinese aggression.

Dutcher was previously the Washington, DC bureau chief for Fuji Television, where she helped cover export controls on China and the 2020 US presidential election. She was also a Beijing-based correspondent for the network.

Mizumi holds a bachelor’s degree in Chinese studies from Kyoto University of Foreign Studies. She is pursuing a master’s degree in international public policy from the Johns Hopkins University School of Advanced International Studies (SAIS), where she researches interference in Taiwan's 2024 general election. She speaks Japanese and Mandarin.

Joshua Stone is a program coordinator for the GMF Indo-Pacific Program. Based in Washington, his portfolio encompasses Japan, Korea, and Taiwan. He manages the Japan Trilateral Forum, Korea Trilateral Forum, and the Taiwan-US Policy Program, among other programs and projects.

Prior to joining GMF, Joshua worked as a senior researcher at the defense section of the Embassy of Japan in the United States, supporting US-Japan defense coordination and cooperation. Previously, he worked as an open-source intelligence analyst contracted with the US Department of Defense and as a program coordinator with the Japan Desk at the Department of State. In 2023, he was a nuclear public policy fellow with the Nonproliferation Policy Education Center.

Joshua received his bachelor's degree from the University of Virginia and has studied abroad at Yonsei University and Doshisha University. He is a heritage Korean speaker, fluent in Japanese, and a student of Mandarin Chinese.

Tobias Harris is Deputy Director of the Indo-Pacific Program at the German Marshall Fund of the United States. He is an expert on Japanese politics and foreign policy, East Asian trade and security issues, and US Asia policy.

His first book, The Iconoclast: Shinzō Abe And The New Japan, was published by Hurst in 2020. His articles have been published in the New York Times, the Washington Post, the Financial Times, the Wall Street Journal, Foreign Policy, and the Nikkei Asia, and he regularly provides commentary for print and broadcast media worldwide.
