Payroll Specialist (Part-time)


Job Summary:

The German Marshall Fund of the United States (GMF) is a non-partisan American public policy and grantmaking institution dedicated to promoting better understanding and cooperation between North America and Europe on transatlantic and global issues.

The Payroll Specialist will play a key role within the Finance department.  Reporting to the Accountant Manager, this position will be responsible for the payroll function. S/he will support multiple initiatives within GMF’s payroll process, providing strong customer service and serving as the liaison with HR and the European Office Managers.  The Payroll Specialist is responsible for the timely and accurate delivery of payroll and related client service, including recordkeeping and reporting.

 

Key Areas of Responsibility:

  • Process payroll semi-monthly using ADP PayExpert;
  • Prepare wire payments for fellows, consultants, independent contracts, and international employees;
  • Manage the work flow to ensure all payroll transactions are processed accurately and timely;
  • Post salary, wages, fringe benefits, and accruals to the ledger;
  • Work with HR to ensure 401K payments are reconciled with the ledger;
  • Review monthly financial reports of personnel cost for European offices;
  • Understand regulations of employer and employee paid benefits and taxes  for DC and European Offices;
  • Ensure compliance with regulatory standards and  payroll policies;
  • Work with ADP to review and organize forms associated with federal, state, and local authorities like W-2’s;
  • Prepare payroll ad hoc reports to be used for budgeting, year-end audit, and IRS 990;
  • Reconcile and analyze selected payroll balance sheet accounts;
  • Work with ADP to setup payroll transactions to be uploaded into the Organization’s financial system;
  • Correspond with federal, state, and local tax agencies on behalf of  GMF; keep up–to-date with any changes in payroll laws;
  • Serve as liaison to the accounting team to keep them abreast of payroll activities and also for the purposes of researching items in question; and
  • Support the Accounting Manager in managing grants and other duties as assigned.

 

Qualifications and Requirements:

  • Bachelor’s degree in Accounting with 3-4 years of payroll processing experience
  • Experience working with ADP preferred but not required.
  • Strong PC skills including proficiency in Excel.
  • High degree of professionalism
  • Strong communication skills
  • Organizational, multi-tasking and prioritizing skills.
