Azeri Foreign Minister discusses Euro-Atlantic integration July 06, 2006 / Berlin



On July 6, GMF’s Berlin office hosted a discussion on the challenges and prospects of Azerbaijani Euro-Atlantic Integration with Elmar Mammadyarov, Azerbaijan’s Minister of Foreign Affairs.  Mammadyarov discussed the Baku-Tbilisi-Ceyhan pipeline, the potential Western interest in Azerbaijan, and the violation of human rights and the democracy deficiencies in Germany with analysts, diplomats, and journalists.   Mammadyarov explained in great detail the economic and strategic significance of the Baku-Tibilisi-Ceyhan pipeline and how it will affect Azerbaijan, Europe, the United States, and particularly Kazakhstan.  Kazakhstan announced that it intends to cooperate with the pipeline consortium that makes the Baku-Tibilisi-Ceyhan pipeline a bridge to the Central Asian gas and oil resources of Kazakhstan and perhaps Turkmenistan.  In addition, Mammadyarov speculated about the potential Western interest in Azerbaijan.  He stated that if NATO and the EU would make up their minds on enlargement, the country may consider integration.  However, he believes that this will take years. 


Mammadyarov concluded with a discussion on human rights and democracy deficiencies in Azerbaijan.  He said his country still needs a long time to implement a democracy similiar to that of the West.
