GMF's Paris Office Director Alexandra de Hoop Scheffer wrote an article on the long term strategic implications of the military operation in Iraq for U.S. foreign policy, “Quand l’Irak refaconne l’Amerique”, La Croix, December 30th, 2011. The article discusses what the author calls the “gamble” of externalized regime change: Western powers engage in changing a foreign regime without knowing what the political and geostrategic implications will unfold. Post-regime change periods are characterized by uncertainty and driven by power competition that does not always converge with the Western interests and values. The political and security instability in Iraq, the electoral results in post-regime change Egypt and Tunisia, the difficult transition in Libya, induce the West to rethink its traditional preconceptions of what democracy “should” be.
