Since the beginning of the Arab revolts, Europe’s use of development funding specifically to advance democratic reform has been closely scrutinized.The EU and member state governments have committed increased amounts of democracy support. This policy brief uncovers what has been achieved through the EU’s democracy-related aid since revolution hit Tunisia and explains why European funds still fall short of maximizing their potential boost to Arab democratization.
