Georgian Prime Minister outlines future for stable Black Sea Region October 25, 2005 / Washington, DC
On Tuesday, October 25, GMF hosted a luncheon discussion with Zurab Nogaideli, former Prime Minister of Georgia. GMF Transatlantic Fellow Paul Applegarth moderated the event, which was attended by key congressional staff and administered through the Black Sea and Congressional Relations programs at GMF. As former CEO of the Millennium Challenge Corporation, Mr. Applegarth’s familiarity with the region allowed him to conduct an in-depth and frank discussion on the status of Georgian progress and the prime minister’s tenure, as well as what still needs to be achieved in the region.
The stability of democracy in Georgia and the larger region is a strategic objective for both the European Union and the United States, as is a broader commitment to the rule of law. Mr. Applegarth noted, therefore, that the EU and United States must take a concrete steps, in addition to their strong words, to truly support the new democratic policies in the region.
Prime Minister Nogaideli’s remarks highlighted the status of the South Ossetian peace plan, the promotion of which was the catalyst for his trip to Washington. The Georgian government hopes American lawmakers from both parties, as well as European officials, will show strong support for the peace plan. He also noted his commitment to pursuing a proactive settlement of the problems that continue to plague Georgia. The prime minister did concede that Georgia still must make significant reforms to their educational and judicial systems, and are committed to working with the United States and Europe in that purpose.
He further noted that energy dependence on Russia was a fundamental dilemma for the young nation, and the search for alternative energy sources was a major goal for the future. Due to concerns regarding the European Neighborhood Policy, Mr. Nogaideli mentioned the upcoming election in Azerbaijan and their relations with Cyprus. The prime minister is concerned with the Azerbaijan opposition party, which he asserts is twisting the revolutionary spirit of both Georgia and Ukraine.
In addition to further study tours in the region, GMF will continue their Black Sea workshop series, focusing on developing a Euro-Atlantic strategy for the wider Black Sea region, and will host officials from the region in Washington and Europe for further dialogue.
