In Le Monde’s annual issue on the state of the world, Bilan Géostratégie 2013, recent economic and geopolitical trends have been reshaping the nature of transatlantic cooperation. The combination of the economic crisis, the U.S. pivot to Asia and the recent military interventions in Libya and Mali, have encouraged transatlantic partners to reprioritize their strategic priorities and rethink the notions and practices of solidarity and responsibility in a time of budget reductions. The U.S. increasing strategic moderation, in particular in the Middle Eastern and North African region (MENA), should push European powers to work with the U.S. to find a smart combination of military capabilities and presence, economic statecraft and diplomacy to be a credible strategic partner and actor in the MENA, but also in Asia.
