GMF Paris Office Director Alexandra de Hoop Scheffer published an article on the U.S. policy of regime change from Iraq to the Arab revolts, in the journal Politique étrangère, vol. 76, n° 3, autumn 2011, special issue on the U.S. foreign policy in the Middle East. The article explores the American conception and practice of regime change in Iraq and how the Iraqi experience has been shaping the Obama administration’s response to the “Arab Spring”, by seeking to avoid coercive regime change and by promoting a more pragmatic approach to political transition.
