Publication: Quarterly Report on Human Rights Monitoring in Montenegro

On July 11, Civic Alliance published a report on the state of human rights in Montenegro in the second quarter of 2012 (April 1 – July 1), which is available here.
The report, resulting from BTD-supported monitoring through field research, press clipping, analysis, interviews, insider information, and SOS phone lines, finds that there was an unsatisfactory level of respect and protection of human rights by relevant Montenegrin institutions, and lists especially concerning areas as including an inadequate process of dealing with the past; torture; freedom of expression, association and assembly; discrimination against minorities; children’s rights; the status of internally displaced persons; and economic and social rights and freedoms.
During this period, Civic Alliance registered five cases of citizens reporting some form of torture or inhumane treatment by police officers. The report identifies a lack of urgent, independent and efficient investigations and actions by public institutions in these and other cases (i.e. politically motivated violence, hate speech) and the slow and inadequate identification and processing of responsible parties, resulting in a tendency for citizens to give up or lose motivation for initiating proceedings, and for public servants to go unpunished or receive minimal sanctions. While the report finds some progress in the protection of Lesbian, Gay, Bi-Sexual and Transsexual (LGBT) rights, it notes that members of this community continue to experience a high level of discrimination.
