This brief examines the issue of constitution writing and its political effects in Turkey and discusses the chances of change in political culture. First it presents constitution-making in the late Ottoman period and the experience of the Turkish Republic. Then it discusses the recent dynamics that necessitate a new constitution. Lastly, it describes current debates regarding the new constitution.
