With fears rising daily of more economic setbacks in the United States and Europe, finance officials from around the world are under heavy pressure to do something—anything— when they convene in Washington at the International Monetary Fund’s fall meeting, which begins on Sept. 23. Rumors abound of a new, coordinated economic initiative, spearheaded by Washington and Berlin, to stave off another global banking crisis and a double-dip recession.
