On October 22, the German Marshall Fund of the United States (GMF) hosted the Director General for Enlargement at the European Commission, Stefano Sannino, for a presentation of the main findings of the Commission’s annual Enlargement Package. Michael Leigh, senior advisor with GMF Brussels, responded. The briefing was followed by a discussion with the audience, which included high-level representatives from EU institutions, government officials and think tank representatives. Ian Lesser, executive director of GMF Brussels, moderated the discussion.

Stefano Sannino gave an overview of the main lines of the annual Enlargement Strategy Paper and made a brief assessment of what each candidate and potential candidate achieved over the last year.

In the course of the discussion with the audience, it became clear that public perception within the EU is one of the main challenges for the enlargement policy. In light of the economic crisis, there is a need to keep the public informed about the relevance of the enlargement process. Other topics that were discussed included the influence of Serbia’s policy towards Kosovo on the enlargement process, Turkey’s reaction to the Progress Report and the role of NATO related to the EU’s activity in the region.
