On Russia, Congress Hinders Trump's Policy
How to explain this change in U.S. policy towards Russia?
There are two parallel U.S. policies on Russia today. One conducted by Donald Trump and some of his close advisors, who would like to find ways to make a deal with Moscow and 'get along' with Russia on key issues; and another, mainly promoted by Congress, which is much tougher on Russia and its activities in the world. The Republican majority of Congress does not support a rapprochement with Russia, and the new sanctions are the latest illustrations of this disagreement.
