A discussion panel entitled ‘Shale Gas Exploration in Poland: A Scorecard’ took place in the Warsaw office of the German Marshall Fund (GMF) on December 15, 2011. Moderated by Dr Andrew Michta, the panel featured Prof. Alan Riley, an energy specialist from City University London; Tomasz Maj, the Country Manager and Vice President of Talisman Energy Polska, and Ms Katarzyna Kacperczyk of the Ministry of Foreign Affairs of the Republic of Poland. The three specialists, each from a different field, engaged in a lively discussion on the current state of play in shale gas development, its larger European dimension and the likely impact it might have on delivering energy in Europe.

Ms Kacperczyk said that the Polish government supports the exploration process due to the likely positive impact it could have on energy security, decarbonizing the EU industry, and the economic growth of Poland and its individual regions. At the same time she acknowledged that in the initial stage of development, the project remains a big unknown. According to Tomasz Maj, what Poland needs is a sensible and realistic consideration of the costs and instruments required to develop and produce shale gas – a discussion which is currently being bypassed. He appealed to the government to start thinking of a regulatory framework and other practical measures necessary for the development of this industry. Prof. Alan Riley recognized that shale gas has great potential as an economic multiplier but in order to successfully establish the industry in Poland a supervising cadre of well trained officials would be necessary.
Asked about the potential of shale gas to aid with the liberalization of the Polish energy market, Prof. Riley remarked that a single EU gas market would offer far greater benefits. Poland should not strive for self-reliance of energy supplies but should notice that by adding shale gas to EU energy sources and thus diversifying its supplies, the Union may become a more attractive market player.

It was also acknowledged that the current discussion between the industry and the government regarding the development of the project is limited. There is a clear need to streamline the dialogue between the government, businesses, and other stakeholders. The three panelists agreed that the potential problems for the environment and local communities would be the major obstacles in moving from the development to the production of gas.

Transatlantic Cities Network Study Tour to Belgrade and TurinJanuary 28, 2009 / Belgrade, Serbia & Turin, Italy

From January 28 to February 5, the GMF Comparative Domestic Policy (CDP) program led a study tour and workshop for 20 Transatlantic Cities Network (TCN) representatives to Belgrade, Serbia, and Turin, Italy. The tour began in Belgrade, where the TCN representatives participated in meetings, briefings, and site visits designed by the Balkan Trust for Democracy to provide a context for understanding the particular systemic challenges that the city of Belgrade is facing. From Belgrade, the group traveled to Torino, where they spent two days learning about the city’s strategy for urban transformation, developed in the mid-1990s and still undergoing implementation today.

In order to feed an estimated population of 9 billion in 20-30 years time, the world must make difficult policy choices resulting in significant changes. Productivity needs to be dramatically increased, but climate change, increased scarcity of resources, including water, land, and phosphates, and the variability of fuel and other input costs will present challenges to our collective ability to produce this additional food. The Wilton Park conference assessed key challenges, looking beyond recent price spikes, and identified a number of national and international policy priorities.

Portland city officials glean bicycle infrastructure policy from Amsterdam, CopenhagenOctober 05, 2008 / Amsterdam and CopenhagenFrom October 5-12, the German Marshall Fund organized a study tour on bicycle infrastructure and policy for 13 representatives from Portland, Oregon, representing Portland Metro Council's Blue Ribbon Committee for Trails. The group, made up of civic, elected, and business leaders, visited two of the most bicycle friendly cities in the world, Amsterdam and Copenhagen, to learn how the experiences of these cities could inform the development of more than 900 miles of user-friendly, multi-modal trails in the Portland metropolitan region.

Mutual recognition of securities exchanges: Prospects for transatlantic cooperationMarch 04, 2008 / Washington, DCOn March 4, GMF hosted a luncheon discussion on "Mutual recognition of securities exchanges: Prospects for transatlantic cooperation." A system such as this would allow foreign exchanges and broker-dealers to offer investment products to U.S. investors without first having to register with the U.S. Securities and Exchange Commission (SEC), an idea suggested last year by senior SEC officials and discussed at roundtable convened by the SEC. To better understand the issue, GMF hosted Randal K. Quarles of the Carlyle Group, Nicolas Véron of the Brussels-based think tank Bruegel, and Peter Chepucavage of the International Association of Small Broker Dealers and Advisors.

The event featured Barbara Prammer, president of the Austrian Parliament; Erhard Busek, special coordinator of the Stability Pact for Southeast Europe; Sonja Puntscher-Riekmann, director of the Research Institute on European Integration; Boris Marte, managing director of Erste Stiftung; and Pavol Demeš , director of Central and Eastern Europe of GMF. Held in the historic committee room of the lower house, the event provided an opportunity for Austrian policymakers, journalists, and NGO representatives, as well as students, to discuss recent democratic changes in Central and Eastern Europe.

Ms. Nuria Molina-Gallart presented the report, followed by responses from representatives of two leading donors: Manuela Ferro from the World Bank and Riccardo Maggi from the European Commission. Alex Wilks, the director of Eurodad moderated the event and in attendance were European Union permanent representatives from Sweden, Finland, Austria, France, and Spain, as well as representatives from the embassies of several African countries.

Four of the five authors attended the debate in an attempt to explain and expand on their plan for creating a safer world, hopefully creating an alliance of democracies stretching from Finland to Alaska.
