The German Marshall Fund’s Black Sea Trust for Regional Cooperation and the Alliance for Securing Democracy (ASD) are delighted to invite you to a roundtable discussion on the government of Ukraine’s ongoing efforts to prevent, deter, and counter Russia’s cyber and hybrid warfare. As Ukrainians take difficult steps to strengthen their democracy and security, implement key economic and energy sector reforms, and their further Euro-Atlantic integration, they remain in the eyewall of Russia’s hybrid war. How Ukraine is responding to Russia’s destructive actions, including in the information space, provides important experience and lessons for the United States and the growing list of countries in Europe and internationally impacted by Russia’s actions.
Over the past three years, Ukraine’s parliament has played a central role passing key legislation and providing leadership to strengthen Ukraine’s resiliency and ability to withstand and repel attempts to interfere in Ukraine’s internal and external affairs. Ukrainian Members of Parliament Artur Gerasymov and Iryna Friz will provide an update on Ukraine’s efforts, including the role of civil society, to address Russia’s hybrid war in Ukraine. ASD's Bret Schafer will provide his unique insight into efforts to develop strategies to defend and deter Russian and other state actors’ seeking to undermine democracy and democratic institutions in the United States and Europe. The work of the Ukrainian parliamentarians and ASD are timely given the stepped efforts of the U.S. government and other partners in Europe seeking to address the Russia challenge.
