This paper is intended to provide background on the developing country interests in further CAP reform. It has three simple messages: the CAP is not a static policy and has undergone considerable evolution and reform in the past 15 years; developing countries are heterogeneous, and not all countries will be affected in the same way; and all countries have an interest in open agricultural markets undistorted by government intervention and that further CAP reform is an important step in that direction.
