Craig Kelly
Dr. Craig Kelly joined GMF as a senior non-resident fellow at the German Marshall Fund of the United States (GMF) in April 2012. Dr. Kelly joins GMF while working at The Cohen Group where, as Vice President, he leads the firm’s Latin American and Caribbean work. Working in close collaboration with GMF’s Foreign Policy and Civil Society Program, Kelly’s focus will be on opportunities for further engagement in the wider Atlantic area, particularly Latin America and the Caribbean. Prior to his appointment at GMF, he served as U.S. Ambassador to Chile from 2004-2007 and worked with business leaders to promote U.S. trade and investment under the U.S.-Chile Free Trade Agreement. Dr. Kelly spent three years as Principal Deputy Assistant Secretary of State for Western Hemisphere Affairs in the U.S. Department of State where he was responsible for policy and management issues in the Americas. He led the U.S. delegation in the biannual U.S.-Cuba migration talks in 2009, when they resumed after a seven-year hiatus, and served as Washington point person after the June 2009 coup in Honduras. He has been Executive Assistant to Secretary of State Colin Powell (2001-2004), Chief of Staff to Undersecretary of State for Political Affairs Thomas Pickering (1999-2001), and has held various positions in the U.S. Department of State, including Acting Director of Western European Affairs at the National Security Council (1993-1994), as Officer in Charge of Nicaraguan Affairs during the 1990 transition from Sandinista rule, and diplomatic posts in France and Italy. Dr. Kelly received a bachelor’s degree and Ph.D. from UCLA; has studied at Stanford University, the Ecole Nationale d’Administration in Paris, and the National War College; and was a Fulbright Scholar in Italy from 1982-1983.
