S. Enders Wimbush


Before joining the German Marshall Fund, Mr. Wimbush served as Senior Vice President of the Hudson Institute, Washington, D.C. Here his portfolio included program development, proposal preparation and marketing, project management, fund raising, publications, media strategy and personnel management. 

In 2009 Mr. Wimbush was nominated by President Obama to be one of eight Governors of the Broadcasting Board of Governors, the oversight body for all U.S. international Broadcasting, which includes the Voice of America, Radio Free Europe-Radio Liberty, Radio Free Asia, the Middle East Broadcasting Networks (Alhurra TV and Sawa Radio), and Radio/TV Marti. He was approved by the Senate Foreign Relations Committee and confirmed by the full Senate in July 2010. 

Prior to joining Hudson, Mr. Wimbush spent 10 years in the private sector with Booz Allen Hamilton and Science Applications International Corporation directing analyses of future security environments for both government and corporate clients, with special emphasis on the dynamics of nuclear proliferation, Asia’s changing strategic environment, and energy competition. Of particular note, for 30 years Mr. Wimbush has consulted for the Director, Office of Net Assessment of the Office of the U.S. Secretary of Defense, where he has directed dozens of exercises and studies on the character of the emerging competition on future security landscapes.

In the private sector, Mr. Wimbush has directed international risk and opportunity assessments for a number of large corporations. His experience includes 12 years as an expatriate in Europe and extended travel for business, research, network building, and consulting in Asia, the Middle East, and states of the former USSR.

From 1987-1993, Mr. Wimbush served on the frontlines of America’s strategic communications efforts as director of Radio Liberty in Munich, Germany. During his tenure as Radio Liberty director, the Berlin Wall came down, the Soviet Union collapsed, and the Cold War ended. Radio Liberty was widely credited with playing a pivotal role in these events. Wimbush had the honor of opening Radio Liberty’s offices in Moscow, Kiev and elsewhere in the former USSR.

Mr. Wimbush founded and directed the Society for Central Asian Studies in Oxford, England from 1980-87. In Oxford, he created the international journal Central Asian Survey, which remains the preeminent academic journal of its kind today. Before this, from 1976-1980, he served as analyst of Soviet affairs, with a focus on dynamics of the non-Russian areas, at the Rand Corporation in Santa Monica, California.

 Mr. Wimbush completed graduate work at the University of Chicago and, as a Fulbright Fellow, at Moscow State University. He is the author, co-author or editor of seven books and numerous articles in professional and popular media, as well as dozens of policy studies. His ideas have appeared frequently in professional, policy and popular media, including The Wall Street Journal, Christian Science Monitor, Los Angeles Times, Washington Times, Journal of Commerce, National Interest, Survival, Global Affairs, The Weekly Standard, and others.
