Thomas Legge
Thomas Legge is a Senior Program Officer for Climate & Energy, based out of the German Marshall Fund’s Brussels office. He contributes to GMF’s work on the international climate negotiations as well as domestic EU and U.S. climate and energy policy, including the competitiveness impacts of a carbon emissions trading system and long-term strategies for low-carbon energy systems. He previously worked on environmental policy for Chatham House (the Royal Institute of International Affairs) in London; the Centre for European Policy Studies in Brussels, Belgium; and Comhar – Sustainable Development Council, an advisory body to the Irish Government. He also spent three years in the Republic of Georgia working for the European Commission.
Education:
Thomas holds a Master of Public Administration in Environmental Science and Policy from Columbia University, New York; an MSc in International Political Economy from the London School of Economics; and a B.A. in History and English from Trinity College, Dublin.
