Request for Proposals
The Black Sea Trust for Regional Cooperation invites proposals from organizations and institutions in the countries of the Wider Black Sea Region on the Trust’s four programs:
- Confidence Building
- Cross-Border Initiatives
- Eastern Links
- Civic Participation (civic participation projects are in-country projects)
Who is eligible:
Non-governmental organizations (NGOs), governmental entities including local governments, policy institutes, other associations legally registered in Armenia, Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Turkey, Ukraine and Russia (Southern Russia), or in one of the countries of Central Europe and the Baltics. Please note that not all countries are eligible for Confidence Building and Civic Participation programs. Please read description of each program carefully.
Individuals and political parties may NOT apply.
BST does NOT support scholarly research, academic fellowships and scholarships, one-off events, humanitarian aid, refugee or IDP return, religious and/or scientific activities.
BST only supports travel and website creation/maintenance as components of larger activities.
Duration of projects:
Average duration of projects is 12 months, but outstanding projects of a longer duration will be considered.
How to apply:
BST grants generally range from $5,000 and $75,000, with most grants falling between $20,000 and $22,000.
BST may support exceptional multi-year projects, renewable on an annual basis contingent upon satisfactory final reports and performance.
Applicants must complete the Application and Budget forms. Proposals written in English are preferred, but proposals in Russian are also accepted. The application forms are available below in both English and Russian:

All inquiries will be acknowledged by email within two weeks of receipt. Final decisions are typically announced within 10 weeks of application.

Deadlines:
There are NO deadlines.
Project proposals are accepted on a rolling basis and grant decisions are made approximately every two months. Final approval is made by a Grantmaking Committee or, if over $25,000, by the German Marshall Fund’s Board of Trustees.
