Strengthening Democracy

Since the 1980s, GMF has worked with the democracy movements of Central and Eastern Europe. Some of the countries in this region are now reaching the final stages of transition, while others are still on the path to full democracy. GMF remains active and engaged throughout Central Europe, the Balkans, and the Black Sea region through a variety of programs supporting the continued process of democratic consolidation and the integration of the region into Euroatlantic structures.

Balkan Trust for Democracy
The Balkan Trust for Democracy is a 10-year, $27 million grantmaking initiative that supports good governance and works to strengthen democratic institutions in Southeastern Europe.

The Bulgaria Fund
The Bulgaria Fund is a 3-year, $3-million grantmaking initiative of the United States Agency for International Development (USAID) and GMF. The Bulgaria Fund is managed by GMF's Belgrade-based Balkan Trust for Democracy (BTD) and will award small to medium sized grants to organizations implementing programs based in Bulgaria.

Black Sea Trust for Regional Cooperation
A public-private partnership modeled on the successful Balkan Trust for Democracy (BTD), the Black Sea Trust (BST) works in collaboration with a range of donors to provide grants to indigenous organizations working to foster and strengthen regional cooperation, civil society, and democratic foundations. BST will be operated as a 10-year initiative, though GMF remains open to considering a longer-term effort.

Additional donors include Atlantic Philanthropies and the Pfizer Foundation. Today, the Trust is an independent public charity organization. The Trust’s mission is to strengthen the long-term sustainable development of civil societies in Bulgaria, Czech Republic, Hungary, Poland, Romania, Slovakia, and Slovenia. The Trust’s grantmaking programs support civil society institutions, activities, and projects in each country. To date, the Trust has awarded nearly $26 million in grants to organizations in the target countries. The Trust is managed under the leadership of Executive Director Rayna Gavrilova with nine staff members. Distinguished advisory committees in each country of the Trust’s operations assist with the proposal review process.
