The German Marshall Fund of the United States (GMF) is a non-partisan American public policy and grantmaking institution dedicated to promoting better understanding and cooperation between North America and Europe on transatlantic and global issues.
The office in Belgrade, Serbia is the headquarters for the Balkan Trust for Democracy (BTD). The Balkan Trust for Democracy (BTD) is a 10-year, $30-million grantmaking initiative that supports democracy, good governance, and Euroatlantic integration in Southeastern Europe. This award-winning public-private partnership was created in 2003 by the German Marshall Fund of the United States, the United States Agency for International Development (USAID), and the Charles Stewart Mott Foundation. Job Summary:
The Program Officer will manage a grant portfolio related to countries in the Western Balkans region and works as part of a close-knit team of seven professionals. GMF Belgrade and the Balkan Trust for Democracy (BTD) look to the Program Officer to participate in joint vision and strategy for how BTD funding can have the greatest impact in the Western Balkans on moving forward its democratic, engaged citizenry and transatlantic integration agendas. The ideal candidate will possess a breadth of programmatic experience that is complemented by academic knowledge on topics important to the current state of Western Balkans internal and regional politics.
Key Areas of Responsibility:
- Reviewing proposals and analyzing budgets for projects from Croatia, Bosnia and Herzegovina, and Serbia;
- Conducting proposal and/or applicant research;
- Preparing summaries of project proposals for review by Grants Review Committee;
- Processing approved grants using EasyGrants software;
- Contacting new grantees and writing rejection letters when needed;
- Liaising with existing and potential grantees;
- Liaising with BTD Advisory Board;
- Attending relevant conferences and donor coordination meetings;
- Conducting frequent field monitoring visits and overseeing evaluation of grants; and
- Providing analysis and input to GMF and BTD initiatives; and opinion pieces on topics of relevance to the Western Balkans region.
Qualifications and Requirements:
- A post-graduate degree in International Relations, Political Science, Sociology or related fields is preferred.
- Five to eight years of experience working with civil society in countries of the Western Balkans is required.
- Experience in grantmaking, civil society development or related working fields is preferred.
- Ability to work in a highly collaborative environment and organizational skills are critical.
- Spoken and written proficiency in English and Bosnian/Croatian/Serbian is essential.
- Strong analytical, writing, and communication skills are required.
