The Ronald D. Asmus Policy Entrepreneurs Fellowship

Applicants for The Ronald D. Asmus Policy Entrepreneurs Fellowship must be American or European citizens under the age of 40. Entries must include a brief proposal of a project that they believe will address an important foreign or economic policy issue and will advance transatlantic cooperation. The fellowship is in honor of Ronald D. Asmus, GMF Brussels office executive director and director of strategic planning, who dedicated his life to the principles of freedom and passed away on April 30, 2011.

Ronald Asmus was an important figure in the transatlantic community both as an intellectual and as a consummate developer of new policies. He believed that those creative ideas were only valuable if they were also promoted and debated by policymakers and other influential voices in the political community. In his own life, NATO enlargement and a number of other important U.S.-European initiatives were the products of his creative thinking and active involvement in the policy process.

To commemorate Ron’s contributions and to encourage others to follow his model, GMF is creating a new program focused on policy entrepreneurs. This ongoing initiative will include an annual fellowship competition for young working policymakers and analysts who show the potential to play a role similar to Ron’s in the transatlantic community. GMF will also sponsor an annual Asmus Policy Forum where the winners of the fellowship competition will be invited to share their work. This meeting will convene a group of individuals who exemplify the entrepreneurial spirit as applied to foreign policy and will focus on new ideas for U.S.-European cooperation in Elmau, Germany, a place where Ron did some of his most creative writing and convening.

The deadline for entries is February 1, 2013. All entries must be postmarked no later than February 1, 2013 for consideration. Following the selection of fellows, the public announcement will be held at the annual Brussels Forum (March 15-17, 2013).

Complete application packages will include:

  • Application Entry Form
  • A letter of intent articulating the candidate’s policy project, proposed scope of work, its demonstration of creativity and innovations, and proposed implementation (not to exceed two pages)
  • Two letters of recommendation supporting the candidate and the proposed project (sent under separate cover to the address or email address listed above)

 

Core requirements for 2013:

Candidates for the Fellowship should consider these dates as they apply for the program. Finalists will be notified of selection results by March 4, 2013.

  • March 15-17: Brussels Forum
  • June 30-July 2: Asmus Policy Seminar
  • October 25-27: Atlantic Dialogues, Morocco
  • Fall 2013: Marshall Forum

 

Asmus Fellows would also be able to customize their fellowship with 2-3 other GMF program opportunities based on their subject area expertise; access to useful mentor/professional networks; and useful venues for delivering and refining their work.

Summary of Work: The completion of the Fellowship will also include a written summary of the Fellow’s work that focuses on the clear policy vision and options. The written summary may be used and or published in full or partial formats to help inform a larger policy audience.

Selection Criteria: In awarding the Asmus Fellowship, the selection committee of 5-7 key individuals in the policy community will consider the following criteria:

  • Submission of a clearly articulated policy project that will address an important foreign or economic policy issue and will advance transatlantic cooperation.
  • Professional ability to lead the implementation of the policy project.
  • Professional achievement that indicates future leadership potential in his or her field
  • Recommendations from past or current employers, supervisors, and/or professional mentors.

Budget Allocation: GMF will allocate up to $25,000 per Fellow for fellowship related expenses. Expenses may include travel and accommodations, expenses related to smaller convening of stakeholders as necessary, and printing and disseminations of reports. Fellowship expenses are subject to approval and will be paid by GMF directly.

The contest is administered by the German Marshall Fund of the United States, a non-partisan American public policy and grantmaking institution dedicated to promoting better understanding and cooperation between North America and Europe on transatlantic and global issues.
