Niombo outlines how to build trust between civil societies and local, state, and federal government.
The key is to listen to people as there is 'distrust' of public institutions, according to Niomba.
Post 1945, there have been different waves of civil society and government cooperation. Today, says Niomba, the trend is to implement more public participation and to have more direct exchanges with the public and government.
