On November 2nd, Dr. Alexandra de Hoop Scheffer gave an interview to the Geneva-based newspaper Le Temps. Asked to comment on Obama’s foreign policy legacy, she highlighted the signature of the Paris Agreement on Climate Change and Obama’s role in convincing China to join, as his most critical political achievement. His personal engagement in concluding the Iranian nuclear deal and normalizing relations with Cuba, as well as his re-commitment to European security and NATO in the face of Russian assertiveness, are however overshadowed by contradictory policies in the Middle East and his failure, along with European allies, to stop Putin from intervening in Syria. Obama’s promotion of diplomatic solutions has faced the harsh reality of the militarization of crises in favor of Russia and Iran, but also China in the South China Sea.
