Stephanie Miley Joins German Marshall Fund of the United States

Washington, DC (March 19, 2026) – The German Marshall Fund of the United States (GMF) is delighted to announce that Stephanie Miley joins the organization today as a non-resident senior fellow.  

Prior to GMF, Miley spent more than 35 years as a Foreign Service Officer, where she worked on economic, political-military, and post-conflict stabilization, among other issues. Joining the Global Power Shifts pillar of GMF’s work, Miley represents the most recent addition to the organization’s robust and expanding expertise on the Middle East, Africa, and Latin America.

In assignments both overseas and in Washington, Miley has served in roles including deputy chief of mission and, for six months, chargé d’affaires (acting ambassador) at US Embassy Kinshasa in the Democratic Republic of the Congo; chargé d’affaires at US Embassy Rabat, Morocco; senior advisor to the under secretary of economic growth, energy, and the environment; director for Iraq at the National Security Council; special assistant on the staff of the secretary of state; minister counselor for economic affairs at the US Mission in Mexico; and political advisor to the Supreme Allied Commander Europe (SACEUR) at NATO.   

She is a graduate of the University of Notre Dame and holds master’s degrees from Stanford University and the National War College, where she was a distinguished graduate. She is a member of the Leadership Council of the Women’s Foreign Policy Group.
