Germany’s Intelligence Zeitenwende

The arrest of former Federal Intelligence Service president August Hanning presents Germany with both a serious counterintelligence problem and a political challenge. More critically, it presents a test of strategic judgment and leadership.

Federal prosecutors allege that Hanning obtained classified documents from a former colleague at the Bundesnachrichtendienst (German Federal Intelligence Service, BND) and used the information in his private consulting work. Hanning denies wrongdoing, and the case remains under investigation. The foreign service or services allegedly involved have not been publicly identified. The vulnerability this event has revealed is not surprising, but the seniority of the individual implicated certainly is.

Nothing publicly disclosed connects the case directly to Russia, but Europe’s intelligence landscape still bears the KGB’s imprint. Several services in the former Soviet Union and Warsaw Pact retain institutional lineages, personal networks, and liaison relationships with Moscow. These connections do not establish Russian involvement here, but they underscore how durable such networks can be. Germany learned that lesson early: The KGB recruited Heinz Felfe and placed him inside the Gehlen Organization in 1951, five years before it became the BND. The institutions and the political map have changed, but the value hostile services place on trusted insiders has not.

Germany must now conduct a comprehensive damage assessment to establish what was compromised in this latest event, who gained access to it, and whether the information reached a foreign service. Investigators must also determine how a former senior official allegedly maintained access to a serving employee and sensitive reporting for so long.

The Bundestag is not starting from scratch. Its Parliamentary Oversight Panel, which oversees federal intelligence services, recommended tighter transparency and cooling-off rules for former officials in 2023, but those proposals were not implemented. It has now directed its permanent representative to conduct a rare ad hoc review, with authority to inspect BND files and facilities and question personnel.

That is precisely where accountability should begin: with the internal-security vulnerabilities that may have allowed the alleged breach. It should not begin by restricting unrelated authorities needed to collect intelligence against foreign adversaries.

There is now a real risk that government officials will respond to an intelligence embarrassment by making the country’s intelligence service less capable. A senior governing-coalition lawmaker told the Wall Street Journal that Hanning’s arrest had given skeptics new ammunition and that the intelligence bill “may have to change quite substantially”. Left Party domestic policy spokeswoman Clara Bünger went further, calling the fact that that Germany’s intelligence services would receive additional powers “fatal” and arguing that the services had themselves become a security risk.

Marc Henrichmann, the CDU chairman of the Parliamentary Oversight Panel, has offered a more strategically sound approach. He described the allegations as shaking the system’s foundations, but he continued to support granting the services stronger operational authorities while reinforcing oversight. Accountability and capability are not opposing choices, he noted. Germany needs both.

History offers ample reason to distinguish individual compromise from institutional capability. The United States endured Aldrich Ames at the CIA and Robert Hanssen at the FBI, two extraordinarily damaging penetrations by experienced officers entrusted with sensitive secrets. Britain, France, and other capable services have suffered their own betrayals. Germany is still reckoning with the prosecution of former BND officer Carsten L., who is accused of passing highly classified reporting to Russia.

These cases do not excuse institutional failures. Technology may change how intelligence is collected and protected, but a compromised human remains one of the most enduring threats. The appropriate response is not to collect less, share less, or add new layers of risk-averse bureaucracy. It is to strengthen counterintelligence while improving operational capability.

That distinction is especially important as Germany pursues the most significant overhaul of its federal intelligence laws in decades. At the heart of the proposal is a basic effort to bring the services into the present. The BND would gain better technical access, clearer authority to use artificial intelligence, more time to retain and analyze communications data, and an easier path for sharing intelligence with the Bundeswehr and partner services. In limited circumstances, it could also act against a foreign threat rather than merely report it.

These changes are overdue. During the decades following the Cold War, Germany allowed its military and intelligence capabilities to atrophy. Berlin collected the peace dividend, constrained institutions whose power it understandably viewed with historical caution, and relied heavily on allies to fill the resulting gaps. The Bundeswehr’s decline became visible in the form of shortages of equipment, readiness, and deployable forces. The BND’s limitations, though not as visible, were no less consequential: narrow authorities, dependence on partner reporting, and a culture often better suited to avoiding risk than confronting it.

Germany therefore depended on allies that did not fully trust the BND. Former British intelligence chiefs have described a guarded relationship with the BND, with former MI6 chief Sir Richard Dearlove saying he was selective about sharing sensitive reporting because of concerns that it could reach Russia. The BND worked closely with MI6, the CIA, and other Five Eyes services, but it did not enjoy the same degree of trust those services extended to one another. Cooperation was compartmented and governed by a need-to-know principle. Germany was left dependent on allied intelligence while remaining outside the innermost circle in which the most sensitive information was shared.

That is the intelligence gap that Germany’s national security Zeitenwende must now close. The post-Cold War assumption that Berlin could limit its own capabilities, rely on allies to fill the gaps, and still remain secure has collapsed. But a strategic turning point cannot end with defense budgets, weapons purchases, and military formations. It must extend into the shadows, where adversaries recruit insiders and penetrate or even sabotage infrastructure.

BND President Martin Jäger has described Russia as Germany’s most dangerous opponent and warned that Moscow is waging a “shadow war” against the country. His call for the service to “collect, collect, collect” intelligence is not bureaucratic ambition. It recognizes that Germany cannot protect itself, reinforce NATO, support Ukraine, or exercise greater European leadership without understanding adversary intentions and capabilities.

Meeting that responsibility requires sustained investment, not simply new authorities on paper. A modern intelligence service cannot wait for a crisis before developing technical access, recruiting human sources, or building trusted partnerships. These capabilities take years to create and can be lost in an instant. As the United States directs more attention and resources beyond Europe, Germany and its neighbors must assume greater responsibility for collection, warning, analysis, and counterintelligence on their own continent.

Building those capabilities also requires people willing to perform intelligence work as a demanding form of public service. Germany needs technologists, analysts, case officers, and leaders who can operate amid uncertainty against adversaries unconstrained by the norms of polite society. The BND must explain that mission more openly, compete more effectively for talent, and persuade a new generation that intelligence work protects both the German state and the constitutional principles on which it rests.

Espionage inevitably tests moral boundaries. Intelligence officers employ deception, persuade others to commit betrayal, and operate where choices are seldom clean. But testing moral boundaries does not mean breaking legal ones. Germany needs professionals who can operate in morally difficult environments without abandoning the law or the constitutional order they serve. It must recruit and develop those officers before hostile services recruit them first.

Germany is moving in the right direction with the BND. Its elected leaders must ensure that the Hanning case produces stronger safeguards and greater accountability without undermining that progress. A Zeitenwende in the shadows requires Germany to learn from an intelligence failure without surrendering the capabilities needed to prevent the next one.
