The Speak Up! Movement (FOL) has published the Index of Transparency at Municipal Level, a report on the implementation of the Law on Access to Public Documents at local level in Kosovo, as part of the BTD-supported project “Promoting Greater Transparency of Public Institutions in Kosovo.”

The report, based on research conducted in four municipalities (Gjakova, Podujeva, Prizren, and Mitrovica), presents the results of questionnaires created by FOL and completed by municipal representatives detailing municipal policies on public access to official documents and the level of communication of citizens with their local municipal structures. The effort expands FOL’s annual Index of Transparency, previously supported by BTD, which advocated for and monitored transparency in Kosovo’s public institutions through activities including testing the level of responsiveness to freedom of information requests coming from extra-governmental actors and individual citizens, to include the municipal level. The Index has proven to be a strong tool in advocating for increased transparency, especially as FOL has developed targeted structural interventions to assist state institutions in further developing capacities for full implementation of the law.
