Kate Stotesbery is GMF’s government relations manager. She joined GMF after 5 1/2 years working on Capitol Hill, most recently serving as deputy chief of staff and communications director for US Representative Lloyd Doggett, for whom she managed the foreign policy, homeland security, and immigration legislative portfolio, and served as spokesperson. Stotesbery was named a 2022-2023 Penn Kemble fellow at the National Endowment for Democracy.

She previously worked in Malawi as a research assistant on a USAID project on trust in government and taxation, and was former Secretary of State Madeleine Albright’s communications intern at Albright Stonebridge Group. Stotesbery taught at Shanti Bhavan, a residential school in southern India and spent a semester at the Universidad Complutense de Madrid. After completing an honors thesis, she graduated as a Morehead-Cain scholar from the University of North Carolina at Chapel Hill, where she was the recipient of the L. Richardson Preyer Award for Excellence in Political Science.
