Ukraine's First Post-War Elections: Who Counts as a Voter, and Who Reaches Them

Ukraine has not held a national election since 2019. Whenever the first postwar vote takes place, it will involve millions of citizens living abroad, millions of internally displaced persons, hundreds of thousands of service members, and a generation of voters participating in a national election for the first time.

This webinar brings together Ukrainian election watchdogs, analysts, and media representatives for a discussion in two parts. The first panel looks at who administers an election held across dozens of countries: How polling stations abroad are established and staffed, what must be decided in law before campaigning begins, and who is accountable when something goes wrong and no observers are present. The second panel looks at manipulation, foreign interference, and campaign financing. It will draw on recent experience in Hungary, Moldova, and Romania.

The discussion will open with the findings of a policy report, "Preparing for Ukraine's First Postwar Election", by GMF and the Foreign Policy Council "Ukrainian Prism".

The webinar is open to journalists, donors, diplomats, and civil society organization representatives. A question-and-answer session is included.
