Summary:

The German Marshall Fund of the United States (GMF) is seeking a monitoring, evaluation & learning consultant (MEL-C) to support MEL activities for two USAID-funded projects: Black Sea Trust for Regional Cooperation (BST) and the Balkan Trust for Democracy (BTD).

The Bucharest Office of GMF serves as the headquarters for BST, while BTD operates from Belgrade. The broad goals of these projects include building trust among citizens in their public institutions and strengthening these critical bodies; affirming the value of citizen participation in the democratic process, promoting the involvement of civil society in conflict resolution, and fostering regional, cross-border ties in the public, private, and non-profit sectors.

About the position:

The MEL-C will oversee program-level MEL for BST and BTD in accordance with USAID procedures and standards. The MEL-C will report to the BST director and will interact with members of GMF Bucharest office and GMF Belgrade office staff, as well as members of other GMF offices/programs and fellows. The MEL consultant will be responsible for performing the following:

  • Manage BST and BTD data collection efforts to ensure overall data reliability, consistency, and quality
  • Oversee the grantmaking information management processes
  • Undertake, as required, visits to project locations to collect data and/or oversee data collection efforts
  • Compile periodical and annual USAID reports based on BST and BTD’s Activity Monitoring, Evaluation, And Learning Plan (AMELP) and Indicator Tracking Table (ITT)
  • Support and advise BST and BTD staff on the application or review of MEL processes, tools or indicators, making periodic updates to the AMELP and ITT as needed
  • Support regular learning activities as outlined in the AMELP to ensure use of monitoring and evaluation data

Qualifications and Requirements:

  • Academic background in political science (international affairs, European studies, security studies, etc.), international economic relations, or another related field
  • Minimum of three (3) years of professional experience in a MEL position responsible for implementing MEL activities of international development projects
  • Experience in development, implementation, and analysis of both qualitative and quantitative data (surveys, interviews, focus group discussions, etc.)
  • Familiarity with USAID MEL systems, including experience with data quality assessments and oversight
  • Fluency in English is mandatory, knowledge of Russian is an advantage
  • Proficiency with Microsoft Office, especially with Word and Excel, as well as a strong attention to detail
  • Experience with data visualization is an advantage
  • Be comfortable working independently and as part of a team in a multicultural environment
