Call for Project Proposals 

Program Description

In response to the security and humanitarian challenges posed by Russia's war in Ukraine, the Black Sea Trust for Regional Cooperation (BST), a project of the German Marshall Fund of the United States, is launching a call for project proposals to support the response of civil society actors in the wider Black Sea region. The Short-Term Grants stream is an opportunity for civil society organizations (CSOs) to implement urgent efforts and knowledge sharing on supporting relief for Ukraine and managing the Ukrainian refugee crisis.  

This call for project proposals is part of the Strengthening Regional Links and Transition Sharing in the Wider Black Sea Region action run by the Transatlantic Foundation and funded by the European Union. The action aims to support CSOs, independent media outlets, and journalists from countries in the wider Black Sea region and newer EU member states.

Eligibility

BST will support selected short-term proposals for projects implemented between April 1 and May 31, 2023, with individual grants of €10,000 to €25,000. Proposals must be submitted by CSOs or independent media outlets legally registered in Armenia, Azerbaijan, Georgia, Moldova, or Ukraine, or an EU country neighboring Ukraine (Romania, Hungary, Slovakia, or Poland).

Proposals should aim to increase the capacity of CSOs and think tanks to initiate and develop coalitions among and build on the work of civil society and other stakeholders addressing the challenges triggered by the war in Ukraine and recovery and reconstruction efforts. Proposals should focus on:

  • analyzing and providing sustainable social, political, and economic policy inputs to governmental and EU institutions on key challenges for Ukrainian resilience, recovery, and reconstruction
  • piloting, monitoring, and improving services and practices supporting Ukrainian refugees in receiving countries
  • supporting forums, trainings, and expert convening that increase awareness and knowledge on the challenges triggered by the war in Ukraine and recovery and reconstruction efforts
  • improving the capacity of emerging Ukrainian and regional leaders engaged in resilience, recovery, and reconstruction to liaise with EU counterparts

Only proposals submitted using these forms will be considered.

Projects selected are expected to start by April 1, 2023.
