Cities and Regions
Nathan Hutson is a visiting fellow in GMF’s Cities program. He is a visiting professor of urban studies and postwar reconstruction at the Kyiv School of Economics, and also serves as an adjunct at the University of Texas at Austin at the LBJ School of Public Affairs and School of Architecture. A long-term member of the Ro3kvit Urban Coalition for Ukraine, Dr. Hutson has taught several applied research courses on the reconstruction of Ukraine at the University of Texas. His recent book, The Silk Road After Ukraine: A New Vision for Eurasian Integration, explores how the war will impact the long-term trajectory of Eurasian overland trade patterns. Dr. Hutson received a PhD in urban planning and development from the University of Southern California in 2019.
Nedim Useinow is a program manager with the GMF Ukraine Cities Partnership initiative. He focuses on supporting the rebuilding and sustainable, innovative development of Ukraine’s cities.
Before joining GMF, Useinow served as a program officer at ARTICLE 19, where he managed projects on digital security and human rights. He also worked with the Jerzy Regulski Foundation in Support of Local Democracy, a Polish organization promoting self-governance, as an expert helping to share Poland’s experience in democratic transformation with Ukrainian cities. At TechSoup, he led projects focused on digitizing public services at the municipal level in Ukraine. Earlier, at Solidarity Fund PL, he was part of the team coordinating a grant program supporting Ukraine’s decentralization reforms.
Useinow studied political science and cultural studies at the University of Gdańsk and the University of Warsaw. He has been a guest lecturer and the author of several academic publications. He regularly appears in the media, providing commentary on political affairs, regional security, and local development.
Eamon Drumm is a Paris-based research fellow focusing on US-Europe relations regarding energy, trade, competitiveness, and economic security. His writings and commentaries have appeared in Foreign Policy, Politico, Handelsblatt, and The National Interest, among other publications.
Drumm was previously a senior program manager at the Sustainable Development Solutions Network, an international NGO and think tank. He published widely and led a team that produced data and recommendations on climate and development targets, greening global supply chains, engagement in multilateral institutions, and the global financial architecture. He also worked at the Organization for Economic Co-operation and Development and at UNESCO.
Before pivoting to policy research and think tanks, Drumm spent eight years in government affairs and business development at ENGIE, a French-based multinational energy utility, working in France, the United Kingdom and the United States.
Drumm holds master’s degrees from Sciences Po Paris and the Université Paris-Sorbonne, and a bachelor's degree from the University of Virginia. He speaks fluent French.
